Yes, it is.

See http://buildd.debian.org/build.php?arch=&pkg=pvm for the status of
pvm package builds on Debian architectures. ia64 is one of them.

As far as it being easy to compile, "apt-get -b source pvm" on a Debian
system will download and compile it for you. If you don't' use Debian,
you can still check out the debian diff and figure out how it was built
from the debian/rules file.
