It's related to the Spanning Tree Protocol, which is enabled by default on 
all Cisco switches that I know of. You might be able to find something 
about it in the documentation that came with the switch...

You can read about it also in Documentation/networking/vortex.txt in the 
kernel source tree, the "Autonegotiation notes" paragraph.
