I should also mention it's not a blanket ban, it's taken case-by-case.
The ruling says:

# For the National University of DefensTechnology (NUDT),
# National Supercomputing Center in Changsha (NSCC–CS),
# National Supercomputing Center in Guangzhou (NSCC–GZ),
# and the National Supercomputing Center in Tianjin (NSCC–TJ),
# the ERC specified a license requirement for all items subject
# to the EAR, and established a license application review policy
# of case-by-case review for all items subject to the EAR.
