[vortex] 3Com 3c575 working fine in 2.2.19 but not 2.4.16

The 3c575 has been a problem for ages - sporadically doing whacko
unreproducible and inexplicable things.  But a 100% failure like this
is likely due to something else.

Please, add

	options 3c59x debug=7

to /etc/modules.conf, send the output which ensues when you load
the driver and open the interface and try to ping something.

Also, vortex-diag, mii-diag output as per Documentation/networking/vortex.txt
and a generally more verbose description of the failure.
