It is not clear, but evidence does point that way.

The other bug is the obvious machine-specific APIC problem of a bad
configuration guess.  There you never get any interrupt, and it's useful to
be able to telnet in and do  echo "append noapic" >> /etc/lilo.conf.

When I complained about the simultaneous interrupt handler entry in early
2.2 I got absolutely no response...
