[tulip] Still no go with multiple Linksys cards

Despite some advice and mostly my own tinkering around, I have failed to
get my two Linksys EtherFast 10/100 LAN Cards (LNE100TX V4) working under
Linux.  I'm running a dual boot machine, primarily for compatibility, but
have been forced into working on many things in Windows 2000 simply
because the very same cards work perfectly with the same settings under
that OS.  I've compiled a rather extensive list of various files on my
machines and two results detailing my current settings and problem -
things seem to go out and the cards seem to be waiting to receive, but I
can never get link to any local area machine.

If anyone with a little time would like to help, I'd greatly appreciate it
since it would allow me to leave behind Windows 2000.  I'm moving (from
work back to my school apartment) soon, so I'll be under a DSL connection
and will need to have the cards working to get anything done, so it has
become a priority for me.  Here, at least I had a dialup which, if slow,
worked.  If you need any further information, just e-mail me

further ado, here is the file I assembled.
