I just tested the following configuration
   tulip.c v92, as distributed.
   a Kingston KNE100TX
      21143-PD
      Seeq 80220 MII transceiver
     [[ This board has a label "Do not remove this sample from engineering
        lab";->  I guess someone at Kingston is now in trouble.. ]] 
   on a BP-6
     Celeron
     440BX chipset

It works fine with all media types, both autonegotiated and forced.
