NFSRoot and 0.91g-ppc...

Tried setting up NFSRoot on my alpha (Multia) last night. With the de4x5
driver it works fine (identical kernel except the switched network
driver). With the 2.2.15p17 tulip driver the card doesn't seem to really
initialize before the kernel starts bootp to grab the ip and mount the
root partition. The link light never goes on.

This is the on-board 21040 tulip chip as the SRM doesn't recognize the
genuine 21140 tulip card I have...
