repeated time outs, dec tulip network stops

Have solved the hang problem here, it was the result of 
a default bios setting addressed in the linux-kernel mailing list.

Disabling "CPU to PCI write buffer" in my VA-503+ FIC Via motherboard
stopped all the ethernetwork hangs I have been experiencing:
ftp hangs, netperf hangs, ping -f hangs, and random hangs with 
light traffic.
