clustering clusters

If I have 4 separate clusters

1 - based on 386 machines
1 - based on 486 machines
1 - based on 586+ machines

can I combine those three clusters into 1 virtual cluster, or would I =
just cluster them all together?=20
this is just for organizational purposes.
