[eepro100] New v1.17 eepro100.c driver -- primarily macro changes for 2.4

The 1.17 version eepro100.c has been released to the 'test' directory
    ftp://www.scyld.com/pub/network/test/eepro100.c

There are no operational changes over 1.16.

Added interrupt status checks for 0xffff to handle a shut-down chip.

Macro changes to nominally work with 2.4:
    Use dev_free_skb_irq() in interrupts.
    Use	netif_stop_tx_queue(dev) when the Tx queue fills.

Check for interrupt sources before doing the interrupt status word clear.
