[eepro100] "card reports no resources" fixes?

The driver in my pristine 2.2.18 sources is:

I always see these errors on highly loaded (network) systems.
Never when idle. But the intermittent nature is a biznatch.

For example, using 2 clusters of identical machines running
CA810E desktop boards from Intel (and onboard EEPro100s), we
see this incessantly on 1 cluster yet sparsely if ever on
the other. Both are running the *exact* same kernel, driver,
application software. Everything is identical except one has
the errors so bad no work can get done and the other isn't
fazed. In fact, one cluster ran for 2 weeks under regular
high network load (backups) and only failed after 2 weeks
of being pounded on.

The above driver (Becker 1.09j-t/Savochkin 1.20.2.10) has been
problematic using 2.2.15pre16, as has been the Intel e100
1.5.5 on 2.2.18.
