That is what the EU is trying to do in regards to the security issue of the
cloud. They are also working on creating a European Cloud.

If you like I can fish out the memo that they had sent out if you fancy a
read on what the EU is doing.

Yes !!!

And what if your data is legal in one jurisdiction traverses a region where
that data is illegal?  Think privacy/health/etc.

and others.  You have to be worried about where your data is stored, what
you are computing with it.  No single provider can provide you with
everything.  You *need* multiple providers.  And getting a common API would
be wonderful.
