This command installs the dev libraries for compiling the given source package. Nothing to do with normal dependencies. The program pointed out by Tim Cutts and others (debsums) will verify the unpacked files of a package. Using dpkg-reconfigure one can regenerate the config files from a fresh state. -- Geoffrey D.
