You don't have to try too hard before you'll exceed the limits of what
PBS's built-in scheduler can do. When I wanted to do exactly that a
few years ago, I wrote a ~60 line perl script to use qstat/qalter/qrun
and act as a scheduler. Other people have used Maui to solve this same
problem.
