Getting the whole facilities aspect taken care of can take quite a while, especially if your facilities of pre-computer vintage. Getting the cooling upgraded is often quite painful as it is often the most inadequate requirement for a reasonably sized cluster and requires lots of building abuse (ie. drilling big holes in floors and such). -Dean
