What is the best way to allocate a cluster's CPU time to a user? That is,
account for his wall clock time or total CPU usage, given an allocation of
service units? Is there any open source software to do this? I need to be
able to charge for time on the cluster, given the number of nodes used, wall
clock time, normalization for different CPU speeds, etc.
