Try setting the following variables for your server:
        query_other_jobs = True
        resources_default.neednodes = 1
        resources_default.nodect = 1
        resources_default.nodes = 1
        node_pack = False

I hope this works for you. If you still need help, send me the output of:
qmgr -c "l s"
